A juxtaposition of blocks, defined by Louis Sullivan's anecdote "form follows function". The project was envisioned as a mixed use complex, comprising of offices, retail outlets, public amenities such as libraries, theaters and plazas.

The unconventional massing of the complex was the outcome of an attempt to retain all the existing trees at the site and to develop the built form respecting the present contours and gradients of the site, the quintessential steps towards a sustainable green project. The resultant voids developed in the building were treated as green roofs and public plazas, drawing inspiration from Charles Correa's, Bharat Bhavan.

The incorporation of designed water bodies within the project, was an essential reflection of the city's popular culture which is defined by the two great lakes which to date act as the city's nucleus. The central water body is designed on multiple levels imitating Bhopal's great lake which is also divided into three parts on separate levels.

Thus, the prime objective of the project was to capture the essence of the old city and repackage it in a contemporary, forward thinking and sustainable avatar.
